The Americans with Disabilities Act does not list website rules, but courts and the Department of Justice consistently point to the Web Content Accessibility Guidelines, currently WCAG 2.2 at level AA, as the standard. In practice that means your site has to work for people using screen readers, keyboards instead of a mouse, zoom, captions and high contrast.
